2. TRAFFIC CALMING - SURVEY RESULTS - OLD MILL DRIVE

Reporting on the introduction of traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive; advising that subject to competing priorities, the funds associated with constructing the proposed traffic calming measures on Old Mill Drive, estimated at $80,000.00, are requested in the Transportation 2000 Capital Estimates; the majority of residents, based on the responses received (89%), support the installation of traffic calming on Old Mill Drive between Bloor Street West and Riverside Drive; and recommending that:

(1) the City Solicitor be authorized to submit by-laws authorizing the alteration of sections of the roadway on Old Mill Drive from Bloor Street West to Riverside Drive for traffic calming purposes, described as follows:

"The construction of three asphalt speed humps, on Old Mill Drive from Bloor Street West to Riverside Drive and construction of a tabled intersection at Old Mill Drive and Riverside Drive, as shown generally on Drawing No. 1, dated December 1999, attached.";

(2) the City Clerk provide the necessary public notice to introduce the above-noted traffic calming measures; and

(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.

3. CONSENT AGREEMENT ARISING FROM

A COMMITTTEE OF ADJUSTMENT DECISION

1945 LAWRENCE AVENUE WEST (REAR)

Requesting authority for the Chief Financial Officer and Treasurer and Clerk, on behalf of the City, to enter into a Consent Agreement with respect to the subject property; advising that there are no financial implications resulting from the adoption of the report; and recommending that:

(1) the Chief Financial Officer and Treasurer and Clerk be authorized on behalf of the City, to execute a Consent Agreement with respect to lands at the rear of 1945 Lawrence Avenue West, in the former City of York, such Consent Agreement to be in form satisfactory to the City Solicitor;

(2) that City staff be authorized to take the necessary action to facilitate the dedication of the parcels on the site to be conveyed to the City, for the purposes for which they are intended; and

(3) the preceding recommendations be subject to provisional consent coming into effect.

5. REQUEST FOR DESIGNATED DISABLED PERSONS' PARKING SPACE

6. APPOINTMENT OF COUNCILLORS TO THE YORK MUSEUM

COMMUNITY MUSEUM MANAGEMENT BOARD AND

THE YORK COMMUNITY LOCAL ARCHITECTURAL

CONSERVATION ADVISORY COMMITTEE (LACAC) PANELS

Reporting on the implementation of Council's process for appointing Members of Council to Community Local Architectural Conservation Advisory Committee (LACAC) Panels and Community Museum Management Boards; advising that there are no financial implications associated with this report; and recommending that:

(1) the York Community Council give consideration to Members' preferences outlined in Schedule 1, and recommend to City Council the appointment of Members of Council to:

(i) York Community LACAC Panel; and

(ii) York Museum Community Museum Management Board

for a term of office expiring November 30, 2000, and until their successors are appointed; and

(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

7. NEW DEVELOPMENT APPLICATIONS FOR THE YORK DISTRICT

Reporting on new development applications received in Wards 27 and 28 of the West District Community Planning Office in the former City of York; advising that there are no financial implications associated with this report; and recommending that this report on new development applications be received.

8. REQUEST TO CHANGE ON-STREET PARKING ON ATLAS AVENUE

Ward 28, York Eglinton.

Reporting on a request to review the feasibility of changing on-street parking on Atlas Avenue between Vaughan Road and Earlsdale Avenue from the west to the east side during the winter months (December through to the end of March); advising that the funds associated with changing parking from the west side to the east side of Atlas Avenue from Earlsdale Avenue to south of Vaughan Road, estimated at $400.00, are contained in the Transportation Services Division 2000 Operating Budget interim appropriations; and recommending that:

(1) the City Clerk undertake a poll of the residents on Atlas Avenue between Earlsdale Avenue and Vaughan Road to determine majority support for transferring on-street parking from the west to the east side during the winter months (December through to the end of March);

(2) subject to the poll revealing the majority of residents are in favour, the Uniform Traffic By-laws 196-84 and 2958-94 be amended to change on-street parking on Atlas Avenue which is currently allowed on the west side, from Earlsdale Avenue to a point 24 metres south of Vaughan Road, to apply on the east side, from Earlsdale Avenue to a point 43 metres south of Vaughan Road, from 7:00 p.m. on the first day of December to 7:00 p.m. on the first day of April; and

(3) further, the On-Street Permit Parking By-law 3491-80 be amended to change on-street parking from the west to the east side of Atlas Avenue as set out in Recommendation No. 2 above, between 12:00 midnight and 6:00 a.m., from the 2nd day of December to the 1st day of April, inclusive.

9. REQUEST FOR NO STANDING SIGN IN LANEWAY

11. REQUEST FOR REIMBURSEMENT OF EXPENSES

Advising that Mr. Sean Griffin of 148 Humbercrest Boulevard is requesting reimbursement in the amount of $1,500.00 for blocked drain repairs caused by roots from a tree at 152 Humbercrest Boulevard; that the City of Toronto in 1998 denied a request for removal of the tree when it was explained by the owner that the roots were causing damage to the owner's driveway; that the City permitted the owner to park on Humbercrest Boulevard instead of his driveway; and requesting that Mr. Griffin be reimbursed for expenses incurred in repairing the damage to his drains caused by the tree roots.

12. REQUEST FOR REMOVAL AND REPLACEMENT OF

CITY TREE AT 128 CEDRIC AVENUE

Requesting staff to report on the matter and correspondence (November 27, 1999) from Ms. Kathryn Catton, 128 Cedric Avenue with respect to tree roots causing damage to her drains at the subject property; advising that the subject tree is city owned; and that Ms. Catton would like the tree removed and replaced with a smaller tree.

14. PLANNING A BARRIER FREE CITY OF TORONTO

A STATEMENT OF PLANNING PRINCIPLES

15. AMENDMENT TO THE POLLING POLICY FOR

TRAFFIC CALMING MEASURES

Advising that he will be proposing a motion at the York Community Council meeting to amend the policy requesting traffic calming measures on streets which bound school sites in the York Community Council area, which will enable parents to request traffic calming measures by petition or by letter from the School Parent Council, and upon approval of the request, Traffic Operations staff will recommend appropriate placement of speed humps.

Advising that the St. Alphonsus School Advisory Council supports a By-law to provide traffic calming in the community or having the matter re-addressed by the York Community Council; and requesting to make representation before York Community Council.

(F) Mr. Paul Rivett, 50 Cherrywood Avenue

(February 1, 2000)

Advising of support for the traffic calming initiatives in the area; that the lives of children are being put at risk in the community; that the City of Toronto has applied inappropriate polling methods; that there is a decreased ability by the City of Toronto to address traffic offences being committed; and of unsafe vehicular movements at the intersection of Valewood Avenue and Cherrywood Avenue.
