The City of Toronto engages residents and stakeholders through a variety of methods to help inform staff in the development, delivery and review of City policies, programs and services. This includes City Divisions convening short and longer-term program-related bodies, tables, circles and groups that advise staff as they develop policies and strategies, support monitoring and implementation, inform divisional reports to the public and Council, known as Program Advisory Bodies (PABs). PABs are an important component of the City’s approach to engagement and partnership.
In February 2025, through 2025.EX20.13, Toronto City Council requested the City Manager to create a Program Advisory Body (PAB) to advise and inform the City Manager and Council on matters related to municipal autonomy and effective local governance, the Municipal Autonomy and Efficient Local Governance Program Advisory Body.
At the start of the current Council term on November 15, 2022, the Interim City Manager provided incoming Members of Toronto City Council with introductory briefing materials.
