Zoning By-law 569-2013 is a comprehensive, city-wide zoning by-law, made up of zoning regulations that apply to properties across the city. Before the amalgamation of the City of Toronto in 1998, each of the former municipalities had their own zoning by-laws. Zoning By-law 569-2013 harmonizes many zoning regulations of Toronto’s pre-amalgamation municipalities.
Zoning By-law 569-2013 is available in digital format on-line. Both the text and the interactive map can be found at the link below. These links let you look up the zoning that applies to properties across the city.
The Zoning By-law is updated regularly to ensure that the regulations accurately reflect any changes to the by-law due to amendments or the outcome of appeals to the Ontario Land Tribunal. The Office Consolidation includes amendments up to July 31, 2024. Portions of this By-law are highlighted to indicate their status as follows:

The web version of the by-law does not include bright yellow highlighting to reflect regulations which were appealed when Zoning By-law 569-2013 was first enacted by City Council on May 9, 2013.

Zoning By-law 569-2013 is continuously updated through amendments. Both the interactive zoning map, and the Zoning By-law are updated on a regular basis, but they may not reflect all amendments that have been passed by Council or approved by the Ontario Land Tribunal. The following includes a list of City-wide zoning by-law amendments that are not in the current consolidation.
Zoning by-law amendments for the King-Parliament Secondary Plan area, are included in the Web and PDF Versions of Zoning By-law 569-2013 and the Interactive Map and are provided for convenience. The office consolidation of Zoning By-laws 569-2013 does not include By-laws 1249-2024 and 616-2025, which bring low-rise residential lands within North York and Toronto-East York community council districts respectively, into Zoning By-law 569-2013. The office consolidation of Zoning By-laws 569-2013 does not include By-law 1260-2024, which updates permissions and performance standards for mid-rise buildings on certain Avenues. The office consolidation of Zoning By-laws 569-2013 does not include By-law 223-2025 and By-law 1116-2025, which updates standards for accessible parking, visitor parking and bicycle parking. The office consolidation of Zoning By-laws 569-2013 does not include By-laws 1507-2025 (Community Streets), 1508-2025 (Home Occupation), 1509-2025 (Major Streets), which introduce certain commercial uses into residential neighbourhoods. The office consolidation of Zoning By-laws 569-2013 does not include By-law 648-2025, which updates permissions and performance standards for detached houseplexes and semi-detached houseplexes, including duplexes, triplexes and fourplexes. The office consolidation of Zoning By-laws 569-2013 does not include By-law 654-2025, which updates and expands permissions for fiveplexes and sixplexes in low-rise residential neighbourhoods within the Toronto and East York Community Council boundaries and Ward 23 (Scarborough North).
