Effective January 1, 2025, Ontario is adopting the new 2024 Ontario Building Code to replace the 2012 Ontario Building Code.

As of April 1st, 2025, new applications will be reviewed against the 2024 Ontario Building Code.

During the transition period (January 1, 2025-March 31, 2025), applicants may submit permit applications compliant with the existing 2012 Ontario Building Code, under certain conditions outlined in the transition clause (opens in new window) and summarized below.

Permit applications submitted between January 1, 2025 and March 31, 2025 where the working drawings, plans, and specifications were substantially completed on or prior to December 31, 2024 AND where a Design Attestation Form (opens in new window) is provided, the proposal will be reviewed against the 2012 Ontario Building Code. Construction must commence within six (6) months of the permit being issued.

For applications received prior to April 1st  where the working drawings, plans and specifications were substantially completed on or before December 31, 2024 but the application was not reviewed prior to April 1st by Toronto Building’s Customer Experience group to ensure that all submission requirements have been satisfied and/or where payment of permit fees was not processed prior to April 1st:

  • Where there are no additional submission requirements identified by Toronto Building, and payment is made within 5 business days of receipt of the submission status letter requesting payment – the transition clause will be deemed to apply.
  • Where no additional submission requirements are identified by Toronto Building, and payment is NOT made within 5 business days of receipt of the submission status letter requesting payment – the transition clause will not apply, and the application will be reviewed against the 2024 OBC.
  • Where additional submission requirements are identified by Toronto Building – the transition clause will not apply, and the application will be reviewed against the 2024 OBC.

Permit applications submitted on April 1st and onwards will be reviewed against the 2024 Ontario Building Code.
