Toronto Building has created three new review streams for building permit applications outside the scope of Express Services. The goal of these review streams is to expedite permit applications and make the permit-approval process faster and more efficient.
House Stream – includes detached house, semi-detached house or row house containing not more than two dwelling units. This also includes ancillary buildings such as garden suites and laneway suites.
Small Building Stream – includes buildings within the scope of Part 9 of the Building Code, excluding houses.
Large/Complex Building Stream – includes buildings within the scope of Part 3 of the Building Code.
Applications for a detached house, semi-detached house or row house containing not more than two dwelling units are reviewed within the House Stream. This also includes ancillary buildings such as garden suites and laneway suites.
Complete applications are reviewed within 10 business days.
A building permit application is considered complete when:
Applications where no Zoning Applicable Law Certificate has been issued for the project are considered incomplete. There is no time frame for review of incomplete permit applications.
NEW – Reliance on Professional Seal
A new Assumption of Responsibility for Engineering Content Form has been developed. Where applicable, Toronto Building will rely on the professional seal of engineers to facilitate an expedited review and issuance of permits for houses.
Where the permit drawings and/or documents submitted with a building permit application for a design of a new house or material alteration to an existing house bear the seal of a professional engineer, the professional engineer who sealed drawings and/or documents shall confirm the content for which the engineer is assuming professional responsibility by completing the Assumption of Responsibility for Engineering Content Form.
Where the permit drawings and/or documents submitted with a building permit application for the design of a new house or material alteration to an existing house bear the seal of a professional engineer, an expedited review will be carried out by Toronto Building to confirm that the matters to which the seal relates comply with the Ontario Building Code. As the seal denotes assumption of responsibility by the professional engineer, compliance with the Ontario Building Code will be determined by reasonably relying solely on the seal of the professional engineer.
Applications for buildings within the scope of Part 9 of the Building Code, excluding houses, are reviewed within the Small Building Stream.
Complete applications are reviewed within 15 business days.
A building permit application is considered complete when:
Applications where no Zoning Applicable Law Certificate has been issued for the project are considered incomplete. There is no time frame for review of incomplete permit applications.
Applications for buildings within the scope of Part 3 of the Building Code are reviewed within the Large & Complex Building Stream.
Complete applications are reviewed within 20 business days for large buildings and 30 business days for complex buildings.

Express Services is an enhanced Building Permit service for certain types of projects. Toronto Building’s goal is to review eligible applications within 3 business days after the permit has been taken in.
