Governance

The Board of Governors of Exhibition Place was established in 1983 under the Municipality of Metropolitan Toronto Act (repealed) and is continued as a City agency under the City of Toronto Act, 2006 (COTA, 2006) for the purposes of the operation, management and maintenance of the Exhibition Place site. COTA, 2006 also sets out the permissible uses of the Exhibition Place lands including the hosting of the annual CNE.

Toronto Municipal Code, Chapter 63, Exhibition Place sets out the governance of Exhibition Place including the agency’s mandate and the composition of its Board of Governors, which provides leadership and oversight of Exhibition Place. A Council-approved Relationship Framework further defines the relationship between the City and the agency and sets out Council’s delegated authorities and policy directions to the Board of Governors.

The Board of Governors consists of nine members appointed by City Council. It comprises four public members appointed through the City’s Public Appointments process and five City Council members, one of whom is the Mayor or Council member-designate. City Council appoints the Board Chair and the Board elects the Vice-Chair from among its members.
