Site Plan Control applications submitted on or after May 1, 2022, must follow the Energy Efficiency Report Submission & Modelling Guidelines for the TGS Version 4 and submit the required documents and materials.

For buildings that follow Part 3 of the Ontario Building Code and are greater than 2000 m² GFA, a Design Development Stage Energy Report (DDSER) is required prior to Site Plan Approval to demonstrate the minimum Tier 1 level of performance in accordance with the Toronto Green Standard Operational Emissions and Energy requirements.

New: Version 4 Appendices and Excel Workbooks are available for download. These must be included as part of the DDSER.

The City’s Environment and Climate Division (ECD) will review the DDSER for compliance with the Standards.

Tier 2 and 3

An As-Constructed Stage Energy Report will be required if the applicant intends to pursue the higher levels of performance and the Development Charge Refund Program. The As-Constructed Stage Energy Report (ACSER) shall be based on the As-Built or Issued for Construction drawings, after occupancy begins, and once all necessary drawings are available to create the energy model. The ACSER shall be submitted directly to one of the City’s prequalified third-party project evaluators for review and onsite inspection as part of the verification process.
