Advising that area residents had requested the removal of the stop sign on Ava Road at Hill Place, as there does not appear to be a problem with volume and speed of traffic, and requesting that staff undertake a poll of the residents in the immediate area regarding the removal of the stop sign.

(February 18, 1998) Clause No. 7(e) of the York Community Council requesting the York Commissioner of Operations Services to submit a status report on the Cedarvale Traffic Plan to its April 1, 1998 meeting, including traffic control measures which have been implemented, measures proposed, and the cost of the contract.

6.REQUEST FROM THE TORONTO EXTRICATION TEAM FOR A DONATION, REGARDING ATTENDANCE AT THE 1998 INTERNATIONAL AUTO EXTRICATION COMPETITION AND LEARNING SYMPOSIUM, ROCKFORD, ILLINOIS.

Clause 23 (c) in Report No. 8 of the York Community Council which was referred back by Council on July 29, 30, and 31, 1998.

The York Community Council reports having expressed its support for the Team's participation in the subject event, and having requested the Grants Review Committee to approve the donation of $2,500.00; and reporting that the Committee received the aforementioned communication, in that the request does not meet the criteria for grants funding; and further requested the Commissioner of Community and Neighbourhood Services to raise the matter of this funding request with the Fire Chief.

7.PROPOSAL TO IMPLEMENT ON-STREET PERMIT PARKING ON

CORDELLA AVENUE BETWEEN WESTON ROAD AND LOUVAIN STREET

Requesting that on-street permit parking be implemented on Cordella Avenue between Weston Road and Louvain Street, based on the favourable poll results embodied in the report dated July 13, 1998 from the City Clerk, and further, that the appropriate Parking Enforcement Unit be advised to layback enforcement on Cordella Avenue until this proposal takes effect.

8.INCREASING FINES FOR GARBAGE RELATED INFRACTIONS.

Requesting that Works staff be asked to report back to York Community Council on doubling fines for all garbage related infractions as garbage being left out on the street all week is a health hazard for all residents in the former City of York.

9.EMERGENCY TELEPHONES IN PARKS

Requesting that York Community Council ask staff to produce a report on the locations, and numbers of emergency telephones in parks facilities in the Wards of York-Humber and York-Eglinton; and further, that staff be instructed to send a letter to all ratepayer groups and community organizations in York asking for their input on emergency telephones in parks, and where they would like to see telephones installed; advising that public safety is a top concern among residents in the former City of York; and that many residents are afraid to use our parks because they believe they won't be able to successfully ask for help should there be an emergency.

10.SUPPORT FOR COMPLETION OF THE EGLINTON SUBWAY LINE.

11.288 AND 290 BOON AVENUE - EAVESTROUGH ENCROACHMENT

Requesting that staff report on the issue of whether the eavestrough at 290 Boon Avenue encroaches onto the property at 288 Boon Avenue; that the Building Department investigate this situation, perhaps undertaking a new survey and reviewing past surveys to determine York's responsibilities in this matter; advising that pictures will be available at the next Community Council meeting; and that York is involved in this dispute because it is the former City of York that issued a building permit, perhaps improperly, to 290 Boon Avenue approximately seven years ago.

12.WINNETT AVENUE AND AVA ROAD TRAFFIC AND REMOVAL

15.TRAFFIC CALMING FACILITIES FOR APPLETON AVENUE

Forwarding a petition signed by thirty-one (31) residents on Appleton Avenue who strongly support the construction of raised pedestrian crossings and narrowed pavement to improve safety on their street; that they have become increasingly concerned for the safety of all residents, particularly children, given the increased numbers of cars using Appleton Avenue, and the drivers' ever-increasing rates of speed; and that they consider the need for traffic calming mechanisms to be urgent.

16.REQUEST FOR ALL-WAY STOP CONTROL AT GLENHOLME AVENUE AND CONWAY AVENUE, Ward 28, York-Eglinton.

Recommending that an all-way stop control is not warranted at the intersection of Glenholme Avenue and Conway Avenue and, therefore, not recommended for installation;

advising that in order for an intersection to be warranted for an all-way stop control, at least one of the five warrant criteria must be fulfilled one hundred percent and that a recent study at the intersection of Glenholme Avenue and Conway Avenue indicated none of the criteria were fulfilled.

17.TRAFFIC ON ARLINGTON AVENUE SOUTH OF VAUGHAN ROAD

Recommending that the Uniform Traffic By-law be amended to delete the existing No Right Turn prohibition on Vaughan Road at Arlington Avenue during the hours 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m.; and advising that based on the overall daily vehicular volumes on Arlington Avenue, south of Vaughan Road, and the fact that the current morning and afternoon eastbound right turn prohibition negatively impacts on those residents residing on Arlington Avenue between Vaughan Road and St. Clair Avenue, we would support and recommend deleting the right turn prohibition completely.

Recommending that, By-law 3491-80 be amended to introduce on-street permit parking on Feltham Avenue between Spears Street and Avon Avenue; advising that a review of the petition reveals a total of twenty municipally addressed residences are requesting the service; that there is a total of twenty-nine (29) fronting and flanking addresses on Feltham Avenue between Spears Street and Avon Avenue; and that the petition represents 69% of the total number of properties fronting and flanking Feltham Avenue between Spears Street and Avon Avenue.

29.TREE REMOVAL BY-LAW

Recommending that Council direct the Legal Services Division to prepare a by-law for the removal of City-owned trees, and that forestry staff begin removal and planting; and advising that in each case, where a tree has been removed, the resident has agreed to permit the City to plant a replacement tree.

Recommending that (1) staff continue to meet with representatives from the Toronto Catholic District School Board to determine the development status and budget provisions for these four playground projects; (2) That costs of the components of these projects be itemized by the TCDSB and that City of Toronto Parks & Recreation submit a funding request of a 50% share of the playground projects only in the 1999 Capital Budget; (3) That the TCDSB keep the City informed when they do their accommodation review of the four school locations identified in this report; and (4) That appropriate City officials be authorized to give effect thereto; and advising that funds in the amount of $75,000.00 have been placed in the preliminary 1999 Capital Budget.

31.FEES CHARGED TO COMMUNITY GROUPS FOR FAIRS AND EVENTS.

Recommending (1) That the matter of fees charged to community groups for services be the subject of a further report from the Economic Development, Culture and Tourism Department, and that the matter be highlighted for consideration in the 1999 budget process; and (2) That this report be forwarded to the Municipal Grants Review Committee for their information and consideration; and advising that the new Economic Development, Culture and Tourism Department has a structure that includes a Special Events Division that will liaise with, manage, and service special events in the future; that the delivery of local events will be the subject of a more comprehensive review within the new department; that the current policy on grants for Festivals and Special Events managed through the Economic Development, Culture and Tourism Department is in the process of being reviewed by the Municipal Grants Review Committee; and that the harmonization of the fees charged and the operational support will be the subject of a more comprehensive report by the Economic Development, Culture and Tourism Department within the next few months.

Forwarding for information and any attention deemed necessary, Clause No. 6 contained in Report No. 9 of The Urban Environment and Development Committee, which was adopted, without amendment, by the Council of the City of Toronto at its meeting held on July 29, 30, and 31, 1998, containing the following recommendation: The Road Allowance Sub-Committee on July 2, 1998, recommended the adoption of the joint report dated June 1, 1998, from the Commissioner of Urban Planning and Development Services and the Interim Functional Lead for Transportation; The Road Allowance Sub-Committee reports, for the information of the Urban Environment and Development Committee, having requested: (1) the General Manager of Transportation to review those areas affected by this proposal which will result in restrictions in excess of those previously placed by the Province of Ontario, such report to be submitted to each of the Community Councils for comment; and

(2) the Commissioner of Urban Planning and Development Services to submit a report to the Road Allowance Sub-Committee on permit fees for the erection and renewal of signs across the Toronto area, such report to provide a comparison with similar fees charged by the Province of Ontario.

35.GUIDELINES FOR DETERMINING CITY-WIDE INTERESTS IN

PLANNING MATTERS.

Forwarding for information and any information deemed necessary, Clause No. 2 contained in Report No. 9 of The Urban Environment and Development Committee, which was adopted, as amended, by the Council of the City of Toronto at its meeting held on July 29, 30, and 31, 1998, containing the following amended recommendations: (1) City Council endorse the attached Protocol for dealing with planning matters of City-wide interest and authorize its use by the Chief Planner in determining the appropriate Committee routing process for planning matters on a two-year trial basis; and (2) that with respect to matters abutting Community Council boundaries, a determination as to whether a City-wide or local interest exists, be made only after consultation with all of the affected Councillors; and that it is further recommended that the Commissioner of Urban Planning and Development Services be requested to report to the Urban Environment and Development Committee: (a) in one year and two years on the experience with using the protocol, including comments from Members of Council; and (b) on a protocol for dealing with site plan applications and/or undertakings as an equivalent.

36.ISSUES REGARDING PRIVATE ROADS AND FREEHOLD DEVELOPMENT WITHIN THE CITY OF TORONTO.

37.TORONTO TRANSIT COMMISSION 1999 SERVICE PLAN.

Requesting that Community Councils provide comments on the service change recommendations by October 28, 1998; advising that (1) the recommended service changes described in the attached 1999 Service Plan report and summarised on the attached would improve service for customers and attract new customers to the TTC; that the service changes would improve the financial situation of the TTC by increasing revenues with no net increase in operating costs; and approval will initiate a 10-week consultation period, the results of which will be reported to the Commission if concerns are raised regarding any of the recommended service changes; and (2) That this report be forwarded to the Community Councils, as well as, any individual who has expressed a specific interest in any of the items outlined therein, and that a public hearing be held on this matter at the first Commission meeting following October 28, 1998.
