Reporting an Unlicensed Cannabis Store

Cannabis can only be sold by stores that are licensed by the Alcohol and Gaming Commission of Ontario (AGCO).

If you think a cannabis store is operating without a licence, or if you see cannabis being sold outside a licensed store, contact the Toronto Police Service non-emergency line at 416-808-2222.

Reporting Illegal Cannabis Activities

Some cannabis-related activities are against the law, including unauthorized production, distribution, or sales.

If you suspect illegal cannabis activity, including people selling cannabis outside a store, contact the Toronto Police Service non-emergency line.

Complaints About Legal Cannabis Stores

If your concern is about a licensed cannabis store, contact the AGCO, which regulates cannabis retail stores in Ontario.

Rules for Cannabis Retail Stores

In Ontario, cannabis stores must be at least 150 metres away from public and private schools. This rule does not apply to colleges or universities.

There is no minimum distance required between cannabis stores.

In Ontario, adults aged 19 and older can grow up to four cannabis plants per home for personal use. The limit is four plants per residence, not four plants per person.

To grow cannabis at home:

• You must be 19 years of age or older
• The cannabis must be for personal use only
• The starting materials (such as seeds or seedlings) must be purchased from the Ontario Cannabis Store or another authorized retailer
• Growing cannabis must not be prohibited by your lease agreement or condominium rules
