The RGI(MSA) Calculation Guide is the primary resource for housing providers to administer the RGI(MSA) program on behalf of the City of Toronto. The Calculation Guide includes information on how to:

  • Determine household income
  • Calculate RGI(MSA) rent

The Calculation Guide replaces Chapter 2: Determining Household Income and Chapter 3: Calculating Household Rent of the online RGI Administration Manual. For all other information and procedures, such as determining and managing eligibility, conducting reviews and issuing decisions, housing providers must use the online RGI Administration Manual.

Always use the online version of the RGI(MSA) Calculation Guide as it will be updated regularly.

The RGI(MSA) Calculation Guide references a number of forms and templates. Housing providers are required to use all forms and templates labelled “mandatory.” In some cases, the forms and templates must be adapted to include the housing provider’s logo and contact information.

Any forms and templates that are not mandatory are strongly recommended. For any form that is not “mandatory,” if a housing provider chooses to use their own form, all the information found in the City’s sample form must be included.

When issuing these forms and templates to tenants and members, housing providers are required to comply with the requirements of the Accessibility for Ontarians with Disabilities Act (AODA) and ensure documents are accessible.
