The distribution of handbills, pamphlets, leaflets or flyers does not require a business licence in the City of Toronto.
Note:
- Product samples can be distributed without a licence or permit as long as the individual is moving while handing them out. He/she cannot set up a table or park a vehicle on the curb to distribute the product. If the product is a food item contact Public Health approval.
- Those soliciting donations for charities can do so without a licence, but they should not be encumbering the sidewalk area.
