This staff report provides an overview of the outcomes of the Development Close to Rail Corridors & Yards land use study, as well as the subsequent city wide Rail Safety and Risk Mitigation Pilot. It also provides a proposed Official Plan Amendment and approach to Zoning By-law Amendment to introduce public safety considerations for new development and changes in permitted use to introduce sensitive uses into lands in proximity to rail infrastructure.

Development in Proximity to Rail: Draft Official Plan Amendment and Proposed Zoning Amendment Approach

The objective of this Land Use Study was to assess and provide recommendations regarding the City’s practices with respect to reviewing development applications that are received for lands that are adjacent and or in proximity to rail infrastructure. The Study was conducted in two Phases and is now complete. The consultant’s Final Report City Wide Land Use Study: Development in Proximity to Rail Operations Phase 2 March 21, 2019 is now available.
